All over international media this weekend - 13 rare Siberian tigers starved to death within three months in Shenyang Forest Wild Animal Zoo in northeastern Liaoning Province.

Underfunding seems to be the root of the problem. On March 9 zoo workers went on strike for back pay:

"We haven't been paid in 18 months. We love animals, but we have to make a living," a breeder named Zhao told China Daily.

Shenyang city government has allocated 5 million yuan to saving the remaining animals. 

Certainly not the kind of press anyone likes before the Expo.
